Job Description/Duties
Under the City Charter, the City Attorney is appointed by the City Council to act as the City’s general counsel. As the City’s general counsel, the City Attorney provides a full range of legal services to the City and manages outside special counsel. Among other things, the City Attorney is the chief legal advisor to the City Council, City Manager, all City departments, and all appointed boards and commissions. In addition, the City Attorney litigates both civil and criminal cases on the City’s behalf.
The City Attorney provides a full range of legal services to the City including preparation of legal opinion, research and support, representation in litigation, document preparation, and related work. Duties include but are not limited to:
 Managing and participating in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
 Recommending and administering policies and procedures.
 Monitoring and evaluating the efficiency and effectiveness of services and procedures.
 Recommending appropriate service and staffing levels.
 Planning, directing, coordinating and reviewing the work plan for legal support staff; assigning work activities, projects, and programs; reviewing and evaluating work products, methods and procedures; meeting with staff to identify and resolve problems.
 Prosecuting violations of municipal code involving ordinances, building regulations, zoning ordinances, land use ordinances, license violations and permit violations. Serving as trial and legal advocate for civil litigation.
 Working with other divisions, departments, and outside agencies to negotiate and resolve sensitive and controversial issues. Serving as staff on a variety of boards, commissions, and committees. Responding to and resolving difficult and sensitive citizen inquiries and complaints.
 Selecting, training, motivating, and evaluating subordinate staff. Providing staff training and working with employees to correct deficiencies. Implementing discipline and termination procedures.
 Overseeing and participating in the development and administration of the division’s annual budget. Participating in the forecast of funds needed for staffing, equipment, materials, and supplies. Monitoring and approving expenditures. Implementing adjustments.
 Preparing and presenting staff reports and other necessary correspondence.
 Providing responsible assistance to the City Council.
 Performing other related duties as assigned.
The City Attorney must also maintain current awareness of legislative issues involving municipal operations and stay abreast of new trends and innovations in the field of public law. Attendance and participation in professional groups is expected. The incoming City Attorney must have knowledge of operational characteristics, services, and activities of a public legal office, and must have excellent leadership capabilities.

The ideal candidate demonstrates confidence in their understanding of municipal law and proficiency in land use matters, principles of legal research, supervision, training, performance evaluation, and relevant federal, state, and local laws, codes, and regulations. The successful candidate is diplomatic with a strong foundation in ethics and integrity. The ability to research, analyze, and apply legal principles, facts, evidence, and precedents to legal problems; give sound legal advice; draft legal documents such as ordinances, resolutions, statutes, and contracts; and prepare, present, and conduct trials, hearings and legal appeals is essential.
A proactive leader who is highly responsive and communicates clearly and precisely with others will do well. The ability to craft clear and comprehensible explanations of intricate legal concepts is a must. The next City Attorney should be grounded, confident, humble, and open. The City is seeking a generalist who can collaborate effectively with staff, providing guidance and mentorship. The ability to clearly and logically present statements of fact, law, and argument, both in written and oral formats is essential, including articulating viable options. The ideal candidate must also use a wide variety of research methods; effectively represent the City with citizens, organizations, and other government agencies; prepare and administer large program budgets; and prepare clear and concise administrative and financial reports. Understanding how to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals is essential to success in this role.
Salary Range/Hourly Rate
$211,204.03 to $294,018.82

The annual salary range for the City Attorney is $211,204.03 to $294,018.82; placement is dependent on experience and qualifications. The City also offers an excellent benefits package including:

 Retirement – CalPERS:
o Tier I – 2% at 55; single highest year of compensation (Classic CalPERS members first employed by the City of Ventura and established CalPERS membership prior to 7/23/11).
o Tier II – 2% at 60; three-year final compensation period (Classic CalPERS members who do not meet the Tier I definition).
o Tier III – 2% at 62; three-year final compensation period (CalPERS New Members)
 Medicare – employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit. The City does not participate in Social Security.
 Vacation – 160.08 hours accrued per year. Max accrued hours of 400.
 Sick Leave – 48 hours per year. Max accrued hours of 480.
 Administrative Leave – 80 hours per fiscal year. Max accrued hours of 80.
 Holidays – 10 days per year plus 4 floating holidays. City Hall is closed between Christmas and New Year’s Day each year.
 Tuition Reimbursement – up to $2,500 per fiscal year.
 Cell Phone Allowance – negotiable/dependent on contract
